Cannot see Java Plugin console

      When running plugin applets such as SwingSetApplet from Browser Test Suite 24 QL, the plugin console does not come up. this is seen only with IE 4.0 and Netscape 4.5 in Japanese Win 95. this problem does not exist with English 95.
      this bug could be related to the bug 4214176.
