Mouse drag event button modifier not set for left button.
  I don't understand why, because it is set for
mouse pressed, released and clicked; why not for dragged,
 and why not since more than one year?

One bug fix in the "bugs fixed" list concerns
 left mouse button modifier for mouse
pressed events, why didn't you also fix
 it for mouse dragged events?

I think that WM_LMOUSEPRESSED and WM_LMOUSEDRAGGED
 behave analogously (:)).
