RFE: Need to support multiple input method locales for Windows 2000

        The Windows host input method adapter currently assumes that the host system supports input methods for only one locale. This is more or less correct for Windows NT/95/98 (less because of some third party products), but it won't be true anymore for Windows 2000. The adapter should be updated to handle all available locales simultaneously.
