The installation of Kestrel-A on Japanese 95/98 and Solaris 2.7 failed due to setup initialization error. After unpacking, it gave the error "Setup is unable to find _SETUP.DLL, which is needed to complete the installation. Error 103"; then aborted the installation.
The error message on Solaris was "The download file appears to be corrupted. Please refer to the Troubleshooting section of the Installation Instructions on the download page for more information. Please do not attempt to install this archive file."

The installation successfully completed on English 98.
The Windows\TEMP folder must be empty before proceeding, otherwise it would give a different error message, but still aborts the installation.
