JPDA: Make queue size limits configurable

      There are currently 2 constants used to limit the amount of memory used in the JDPA implementation. The JDWP implementation limits the size of the event queue between the application threads and the event helper thread with a hard coded constant. Similarly, the front-end JDI implementation manages the size of its event queue through hard coded constants for queue size. These should be made configurable so that JPDA can operate smoothly in all different environments.
