"INS" = Interoperability Naming Service.
Currently, the COS naming service provider supports an older version of the
INS spec (dated June 6th, 1997). A new version of the spec (dated Oct 11, 1998)
is now becoming an OMG standard.
The old INS defined a URL scheme "iiop".
The new INS defines a URL scheme "iiopname" which has a different syntax
than the "iiop" URL scheme.
The COS naming service provider should support "iiopname", and it should
also support "iiop" for backward compatibility.
In addition to defining a new URL scheme, the INS document also defines a
syntax for the stringified form of names.
The COS naming service provider should support this new syntax.
