There is no AlgorithmParameterSpec class for specifying what
the public exponent should be for RSA key-pair generation.
With DSA there is java.security.spec.DSAParameterSpec.

I would envisage a java.security.spec.RSAParameterSpec that
contained a single BigInteger which was the public exponent.
