GIF image is decoded incorrectly, possibly due to lack of global color table

A customer has provided a GIF imaghe which is loaded correctly by many
applications but incorrectly by Java2D/AWT. The image apparently lacks
a global color table, but this has not been independently verified.

Other tool behaviors:

xv - complains about image being truncated, displays incorrectly
imagetool - refuses to decode the image
photoshop - displays with Windows colormap
image magick, netscape, ixlaArtist - display correctly
