Kestrel F build on Windows 95/98/NT Japanese

With HotSpot VM URLClassLoader can not load class file named in a specific Japanese name.
With Classic VM this test is PASSED.
With Cricket U build, also PASSED.

But other classes named in Japanese are loaded normally.

Test log is in attached file "UrlClassLoad_Log_euc.txt".

To reproduce;
Extract atacched zip file and excute URLClassLoaderTest as below;
