QL testing on Kestrel Build F

configuration: Win98 with NS4.08, NS4.5

I used the PC in #3467, hostname: malaga

I installed Kestrel Build F on 98.
Tried to run the BAT test in:
http://sqesvr.eng.sun.com/plugin2/doc/SQE/JPI_bat.html
but cannot load any applet.
The following msg appeared:

Could not load the plug-in "Java Plug-in 1.3 for Netscape
Navigator" for the mime type 'application/x-java-applet;
version=1.2'

I tried the steps above for 98 with:
classic no jit
hotspot -Xmixed
hotspot -Xint
and all are failing.

I tried the steps above for 98 with IE4 and all tests passed.
