cannot run any demo applet using kestrel-H on ja win 98

      Kestrel-H ja 98 QL failed on appletviewer. cannot run any demo applets. the error message is "java.lang.UnsatisfiedLinkError: C:\jdk1.3\jre\bin\net.dll". this was reproduced on two different ja 98 machines. The OS is upgraded with the latest IMEja98, so it is not because of IME. QL passed on ja Solaris 2.7.
