During tranlating the tools propertyies into Chinese , we feel
  that some items are hard to translate, because they are neither
  a complete sentence nor a word, but phrases.And we feel that
  maybe you should take these issues into consideration when
  defining property items.
  For example:
 in com/sun/tools/javadoc/resources/oneone.properties, there are the following:
 
  doclet.Static_variable_in=Static variable in
  doclet.Variable_in=Variable in
  doclet.Constructor_for=Constructor for
  doclet.Static_method_in=Static method in
  doclet.Method_in=Method in

  Normally in English you can combine "Static variable in" +"sth." to
  form a meaningful phrase, but combining "Chinese Translation of
  [Static variable in]" + " sth. " will not form a correct Chinese
  phrase.
 
  Another example is in
  com/sun/tools/javadoc/resources/standard.properties:
  doclet.The=The
  The translation of "The" in Chinese depends greatly upon the
  context, no one single word will fit into all situation.
