policytool throws FileNotFoundException when user tries to save new policy file

        When you create a new policy file and try to save it (by opening the File menu and clicking on "Save"), policytool throws a FileNotFoundException in a pop-up window on the screen. Instead, it should switch to the "Save As" option automatically.
