At Sun we localize the doc comments using two doclets: a pre-process
and a post-process localization doclet. The post-process doclet
is a slight modification to the standard doclet, to import
translated doc comments that were exported by the pre-process doclet.
Since the pre- and post-process localization doclets requires only a
few extra lines, it would be useful to incorporate them into the standard
doclet as a command-line option, so you they would be better maintained,
more universally available, and you wouldn't need separate doclets just
for localization.
