In Kestrel "L" the classic VM is still in the JRE bundle. It needs
to be removed before beta.

The plan of record is that we will include the classic VM in the JRE that is delivered
in the JDK bundle, but we will *not* include it in the standalone JRE bundle.

This is important as we need to minimize the size of the JRE download bundle.

The place to fix this is in the "prune" target in the build/win32/ishield/jre/makefile
This target is used when making the JRE bundle to delete any files we don't want
from jre-image-win32.
