Localized currency format for Japan is not displayed correctly. The prefix added to indicate the currency unit is specified by a question mark. To reproduce:

1. Install jre1_3beta-m-bin-win-i-jul_28.exe (international version).
2. Go to http://sqesvr.eng.sun.com/plugin1/ws/doc/proc/i18n/JPI_i18n.html, execute Number Format Test Case and load Demo.
3. Click on Currency Format and select Japanese(Japan) from Locale menu.
