RSA signed applet support is a new feature in Java Plug-in 1.2.2. When error is encountered during the process of certificate verification, the applet will be treated and loaded as unsigned applet. However, there is no error message show to the user, so some users get confusing when their signed applet is treated as unsigned applet in Java Plug-in.

Java Plug-in 1.3 (Kestrel) should add error message support for RSA signed applet. The issue happens in both IE and NS of Java Plug-in.
