If a InputMethod has been loaded previously, then when user select this InputMethod again, the input method framework should not reload the InputMethod implementation again.

But in the Kestrel FCSD, whenever the user select previous InputMethod, the IM is loaded again.

This bug exists in Solaris(sparc 2.7/2.6 zh/zh.GBK locale) and window 95/98/NT.

To reproduce, run the l18n spi test case and perform step SPI203.
