On Windows platform (95/98/NT). java.awt.im.inputContext.selectInputMethod CAN NOT load an input method supporting a specificied locale. User must first select this IM from user interface, and then java.awt.im.inputContext.selectInputMethod can load it.

To reproduce, run i18n spi test and perform step SPI301, SPI314
