Demo applets still get loaded even after disabling Java Plug-in from the control panel. No messages on java console.

To reproduce:
1. Uncheck "Enable Java Plug-in" on the Java Plug-in Control Panel.
2. Launch Netscape.
3. Load an applet:
http://webwork/products/plugin/1.3/demos/applets.html
