In this test, the frames failed to pop up from corresponding screens.
Instead they all show up in the same screen -- primary screen.
This test is run on G build, for win2000, this is the first build we test.

After more investigation, it turned out to be a regression bug. G build fails
on both win98 and win2000 with the same problem. Previous E build passes on win2000 for this problem.
