FCS_H "JButton" doesn't work on Windows/Solaris Japanese platform.

To reproduce:
1.Compile attached file(JBTest.java UIManagerMenu.java) and run JBTest.
2.Change L&F CDE/Motif or Windows(If using Windows).
3.Click test button.

No action occurs.
The result should be standard-output.
But none is output in CDE/Motif or Windows(Of course it has only
Windows platform) L&F.
There is no problem in Metal L&F of both Windows and Solaris.

This phenomenon can be confirmed by SwingSet Demo as well.
To reproduce:
1.Start SwingSet(SwingSet.jar) demo.
2.Options --> "Motif" or "Windows"
3.Dialogs --> Select any "Dialog"
