Tested on both of Win32 and Solaris by Kestrel Fcs

InputContext.selectInputMethod(Locale.JAPANESE) returns false.


To reproduce;
1. Compile and run the attached program "InputMethodTest2.java"
2. Click a button at the bottom of the frame.
3. You can see "false" returned.


On Win32 :
This problem appeared for the first time in Kestrel fcs_G and still exists in
fcs_I.
"true" is returned in the fcs builds before "F" build, kestrel Beta and Cricket.


On Solaris:
This problem exists in jdk1.2fcs, Cricket, Kestrel Beta and Kestrel fcs.

Testing by Kestrel fcs "I" with existing SPI engine,
on both of Solrais and Win32 this problem does not occur----
