tested during tiger testing for pre-promotion build K

Plug-in is not working on Win98 1st and 2nd editions and NS.
These configurations were working in the RA release (builds H/I).

To reproduce:

1. install build K
2. bring up NS (4.08, 4.5, 4.61, 4.7)
3. run our bat tests
    http://sqesvr.eng.sun.com/plugin1/ws/doc/proc/JPI_bat.html
4. the java console will come up for a little while
5. then the NS dialog will appear with this message:
    NS caused invalid page fault in module <unknown>
    at 0000:00ba578e

I tried different accounts and different machines
(sqe-jpi-04, qavectra, malaga)
