-XX:+UseCounterDecay causes hotspot client 1.3 crash

      Java HotSpot (TM) Client VM 1.3 crashes if flag -XX:+UseCounterDecay is applied.
      For example any test from Tonga's testbase /net/sqesvr/vsn/testbase/testbase_nsk
      will fail with the following output (note that you need to run the test with java_g
      -XX:+UseCounterDecay instead of standard options defined in setup/nsk.win32.ini):

      $ d:/jdk1.3.0/bin/java -version
      java version "1.3.0"
      Java(TM) 2 Runtime Environment, Standard Edition (build 1.3.0-J)
      Java HotSpot(TM) Client VM (build 1.3-K-debug, mixed mode)

      $ x:/jdk1.3.0/bin/java_g -Xmixed -XX:+UseCounterDecay -verify addnode002
