1. Install Win 98 and Java Plugin 1.3 in FIGSS locales.

2. Go to any of the html pages in the test plan to view example applets.

3. The .html pages appear however I.E hangs half way through loading the applet and must be restarted. (when restarted the same thing happens).

Tested with build T.
This did not occur for Win98/zh_TW and NT4.0/ko when testing URLs inside Sun's Network. However when using test UTLs outside of Sun's Network, JPI1.3 would hang. This may due to access problems and not to JPI1.3. The following error appeared in the Java Console:
java.security.AcccessControlException: access denied (java.net.SocketPermissioni java.sun.com resolve).

I am inclined to agree with you Edwin. I have checked this out again and it seems to be fine. You may CLOSE this bug.
