Two major tools vendors have complained about us removing src.jar from the JDK
(see 4237720). Putting it back will potentially allow IDEs targetted at JDK 1.2
to support source-level debugging of our class libraries in JDK 1.3 (in those
cases where the IDE vendor allows an upgraded JDK to be plugged in).
