The HTML 4.0 Spec has the following sentence about the PARAM tag (13.3.2):

"The syntax of names and values is assumed to be understood by the object's implementation. This document does not specify how user agents should retrieve name/value pairs nor how they should interpret parameter names that appear twice."

However, the java plugin documentation doesn't seem to discuss how the plugin interprets parameter names that appear more than once either. I think this aspect should be added to the documentation.
