Using a JScrollPane with HORIZONTAL/VERTICAL_SCROLLBAR_AS_NEEDED,
the scrollbars do not always appear when they are needed. This
can be seen using the SwingSet demo. On the TreeView page, expand
several nodes of the tree (eg. expand "Classical", "Beethoven",
"Concertos"). Resize the applet either horizontally or vertically
such that some portion of the items are obscured. A scrollbar
should appear, but does not.
Note that a subsequent resize will indeed cause the scrollbar to
be displayed.

I duplicated this bug on Solaris JDK1.1.7 RI, JDK1.1.8 RI,
JDK1.1.8_09 Productin version.
Also JDK1.2.2 RI.
The bug does not duplicate on Solaris JDK1.3 - K RI.
To duplicate I used the SwingSet example in the examples directory
of the Swing-1.1.1 RI.
