Metal L&F popup menu is missing a title.

This occurs in Kestrel FCS L on the following machines:
blueyes (SunOS 5.7)
bluenote (Windows NT)

Steps to reproduce:
1. Run this regression test on a SunOS or Windows NT machine.
2. Press the Motif L&F button.
3. Press the mouse button on the label to bring up a popup a menu.
4. Press the Metal L&F button.
5. Press the mouse button on the label to bring up a popup a menu.
Note that the title is missing.
