Abnormal termination of Java Plug-in Properties occures by the operation
except for account that it was installed on Kestrel_Fcs_L with WinNT,2000

Login is done with user which is different from account that installed JRE or SD
K, and configration (Enable java plug-in,Show Java Console ...) of Java Plug-in Propaties is changed.
->Abnormal termination occurs.
However, configration at that time is effective.
This can be confirmed by Java Plug-in Properties is started again.

To reproduce
1) JRE or SDK install with account of administrator or some users and reboot.
2)Login with different from installed account.
3)Java Plug-in Propaties starts from windows control panel.
4)Enable (Enable java plug-in,Show Java Console ...)
5)----> Abnormal termination occurs.
