To support a new set of API and SPI for the character converters as part of the
new java.io package.
- Working with the Libraries team to design and implement the API and SPI
- Update the converter generator tool
- Define and document the converter's new naming convention
- Rewrite makefiles to handle multiple converter jar files
- Regenerate existing converters using the new SPI
- Rewrite some converters that cannot be generated by the generator tool
