Applications sometimes need to be able to select an input locale for their text components. java.awt.im.InputContext.selectInputMethod is currently specified to let them select an input input for a given locale, but does not mention locales that are supported directly by a keyboard layout, not an input method. This should be changed to let applications select the locale independent of the input mechanism.

Test tools similarly benefit from the capability to set and query the input locale.
