      Plugin version is not displayed on 'about Plugin' of Java Control Panel.
      The string PLUGIN_VERSION should be converted to correct version number.

      To reproduce,
      1) Install JRE1.3(build N).
      2) launch Java Constrol Panel.
      3) Click 'about Plugin' tab.
