The goals of this joint Swing/AWT effort are to define the semantics of
the existing keyboard focus machinery and to design and build a
pluggable replacement.

A new focus manager (maybe more than one: for example, for backward
compatibility) will be needed for Swing. We expect that the new one(s)
will be relatively small and simple since they'll be designed to fit
into the new AWT focus infrastructure - not replace it as we do now.
