Due to export regulations, the limit of Blowfish key size in the global jurisdiction policy file is 64 bits (may be changed to 56 bits).

The current default Blowfish key size in the SunJCE provider is 448 bits. This means the current default key size will exceed the export limit and won't work for global users.
