Ordinary user cannot invoke Java Plug-in Control Panel

This bug report is created as result of a customer's case.

This problem can be duplicated in jdk 1.2.2-001 to jdk1.2.2-004.

As an user of Adinistrators, Power Users, and User groups, I can invoke
the Java Plug-in Control Panle from
Start -> Programs->Java Plugin Control Panel

However, as an ordinary user(of User group), I can not invoke the Java
Plugin Control Panel. Each time I select Java Plugin Control Panel, a
new javaw.exe would be started.
