If someone/some company invents a package, why can't it have an @author tag? This should be a recognized package documentation tag (and overview tag, too.

(And so should {@docRoot}, but I presume this is merely a documentation oversight in the javadoc tool documentation, since {@docroot} isn't listed under "Class and Interface Documentation Tags" either.)

Also, why not @version?
