      WindowsDesktopManager cycles windows in creation order, not activation order.

      Relevant Windows MDI activation rules:

      Activating a window brings it to the top of the z-order.
      Ctrl+F6 sends the active window to the bottom of the z-order;
      the window that now on the top of the z-order becomes active.
      Ctrl+Shift+F6 activates the window at the bottom of the z-order.

      I hope you didn't copy this error from Programmer's File Editor
      (now sadly defunct) which exhibits exactly the same error.
