merlinb22: Accessibility not files not loading for win32 Bug Id: 4351770
      ----------------------------------------------------------
Error when Monkey is loading, is still happening, however, there is a new twist- the bug stated above, is continuing to happen.

When Monkey is loaded from the Program Files/JRE dir the error still happens.

In order to see if this bug is really taken care of the 4351770 bug needs to be taken care of first.

      kathleen.zelony@eng 2000-11-06

Veriefied in merlin build b38, that bug no longer happens.
