Allow the Properties class to read/write property files using encodings other
than ISO-Latin-1. Currently it's hardcoded to use that encoding, which makes it
very awkward for users to edit such files when their native encoding is
different. (Perhaps add variants of the read/write methods that take an encoding
parameter.)
