During any figss net CD 1of2 install when you reach the 'Select geographic regions' dialog, expand any of the geo regions to select a locale and notice that all the locale options are unlcoalised.

eg: 'colombia'
'Costa Rica'
'Ecuador'
'Guatemala'
'Nicaragua'
'Panama'
'El Salvador'
etc....

'French'
'Germany'
etc...

This also occurs during a net CD0 install at the same dialog 'Select geographic regions'

This also happens in s28u1_02. When I chose the install interface as japanese, only the japanese and C locale are dispalyed in Japanese. All other locales are in English.
