Inconsistent files are as follows;

src/share/classes/com/sun/tools/doclets/standard/resources/standard_ja.properties
In the doclet.usage resource, there is no -nosince parameter
and its description.

ext/plugin/java/src/sun/plugin/resources/Activator_ja.java
In the l10n resource class, "plugin_version" resource still
exist. The resource should not be in the class.
