when testing the standard extension feature for Native Installers, after the standard extension is loaded, within the SAME browser session, if you try to download another extension with the same extension name but different vendor or version info, vm just executes the applet again without prompting the user to download the newer jar file.

To reproduce:
1. http://javaweb.eng/~wanyee/stdext/testcases/java3d/12alpha/Hello_3D12alpha.html
2. run the native installer to download the 3D extension files
3. launch another page pointing to a newer extension version
4. http://javaweb.eng/~wanyee/stdext/testcases/java3d/13/Hello_3D13.html

notice that the applet just loads again without prompting the user to install the newer version.

We should aim the fix for this RFE to be in merlin.
