It is somewhat awkward to try to build longer or more complex HTML
with Javadoc. It is also difficult to use most HTML editing tools
in the Javadoc context. These issues could be improved a good deal
by allowing a Javadoc comment to "include" part or all of a page
of HTML. Partial inclusion might be done by referring to an anchor
tag within the page.
