Steps to reproduce:
1. copy TestJustification.html and TestJustification.java files
2. run it. "jtreg -m -jdk:/usr/local/java/jdk1.3/solaris TestJustification.html"

Note: This regression test works with jtreg 2.0. JTreg 2.1 and above will cause the failure mentioned above.
