setup:
1) install jre 1.3 X build on Windows: /net/mizu/usr/re/jdk1.3/bundles/win32/latest/j2re1_3_0rc2-x-bin-win-i-mar_19.exe

2) launch the following example:

http://sqesvr.eng.sun.com/plugin1/ws/doc/proc/i18n/Collate/example1.html

3) Click on the "Demo" button to start demo

4) in Locale, choose German(Germany)

5) note that the ordering of Tone and Ton are unchanged from the english ordering. And according to the procedure's Localizable Collation Section, they are suppose to be different.
