1. Exact steps to reproduce the problem:

  Invoke 'jar' command on Japanese enviroment of
  Windows(95/98/nt) or Solaris2.x

The instruction of -i option says "Don't generate an
index infomation for the specified jar file" in Japanses,
which is wrong.
