SwingUtilties.paintComponent() should check for lightweight

      This bug is filed for the rest of the fix for 4324047. SwingUtilities.paintComponent() needs to add a check and only be executed for lightweight Components. The docs should be changed to reflect that this method is not designed to be used with peered heavyweight Components.
