In JLF/Metal, there is a "drag texture" on the toolbar. This is where one
can grab a toolbar and make it float free from the window it was in.
In Windows and Motif, there is no specific spot from which one can cause a
toolbar to float. You have to just grab it somewhere between the buttons on
the toolbar.

So, JLF/Metal gives you a place to cause floating while Windows & Motif
don't give you an obvious place to grab.

We would like to see this functionality extend across all L&Fs.
